September 23, 2017,  at WOCP Museum
Meeting called to order at 10:00 a.m.  by Beverly Armstrong President
Invocation was given by Beverly Armstrong
Secretary Janet Crain:   Roll Call:  Janet Crain passed out voting paddles and had a sign –in sheet. There were 24 members in attendance.
Minutes of March 2017 meeting emailed by Janet Crain were read and approved by voice vote with no corrections.
Treasurer’s Report by Sharan Amend.  Sharan was attending the WOCP World Show and had left a treasurer’s Report for January thru August 2017. Deposits were a total of 9,254.72.  Expenses totaled $5,456.39.  Statement balance as of 8/31/17 was $7,999.64. She attached for our benefit a worksheet with income and expenses for our tri-state convention.  As of August we had a net profit of $1,424.11.
Trustee  Report: Kathie Southerland   Oklahoma WOCP Education Funds. An audit was done in August by Jolene Averiux at the cost of $140.00.  Account #6610 has $11,337.31.  The time Deposit 0817, 4/13/19 roll over/two year with interest rate of .70%  is $15,529.84 and account 5477, 11/1/21 with 1.30% interest rate is $22,488.59.  The total of all accounts is $49,355.74.   Kathie stated that she will go off the committee in March and Susan Owen will be chair.  A new trustee will need to be elected in March.
Old Business:
Final Accounting Report of 2017 Tri state convention:  The convention made money and was very successful.
Seminar Money from 2017 Tri State convention:  Clubs that ask for money  for a seminar which was due by today, September 23, 2017:  Leisure Club, OK WOCP Teachers, Oil Capitol, Edmond Porcelain Artist, NE Porcelain Artist, Humdingers, Sooner Club, Eastern Oklahoma Porcelain Teachers and China Dolls.  The money will be split between these clubs.
Help for the President:   Susan Owen asked that every member pitch in and help our President Beverly Armstrong with the convention.  It’s going to be a great show but lots of work.
New Business:
Tri-state convention in March
1….Beverly Armstrong asked if the cost of $175 for Darline Cooley-William’s one day class for the club that makes the most money for the convention could come out of Education Funds. There as discussion.  Dorothy Anderson made the motion that the money come from the money raised by the clubs, Shirley Weston seconded and it passed.
2…Centerpieces:  Thursday night:   Beverly Armstrong asked that each Oklahoma Club bring a bowl with decorations for center pieces for tables at the Secret Garden Dinner on Thursday night of the convention.  She would prefer the bowl be painted.  These will be auctioned at the dinner.
Friday night:  Lois Higgins asked that each club provide a painted pitcher for centerpiece, at least 10” or taller and these will be auctioned after the dinner.
3…Tri-State display tables for clubs:   Convention Beverly asked if Oklahoma would have joint table or would each club have a table.  The tables will be $35 each. Shirley Weston made a motion and Anita Kantowski seconded that we have Oklahoma table.  Motion was defeated.  Dorothy Anderson made the motion and Shirley Weston seconded that each club have a table and that the best table will win $35 dollars.  Two clubs may share a table.   Passed unanimously. 
4…Themed competition at tri-state:  Beverly asked for suggestions on a judge to represent Oklahoma at the themed competition.  After discussion it was decided Beverly should appoint a judge secretly.  Rules and categories for the themed competition were handed out to those present. Missouri is adding $400 towards the prize money for the themed competition so that there will be better rewards! Last year one of the winners received $2.50.  Entry is $5.
5….Hotel reservations:   As of this date 14 rooms have been reserved at Embassy Suites.  Please make your reservations.
Convention vendors:  Have several in and are hoping for many more.
Registrations:  So far we have 8 registrations.  Please send in your registration form.
Convention meeting:   Beverly Armstrong will meet with Charlotte McKinney from Missouri and Randle Tomlinson on October 20 to discuss convention and make final decisions.

 Tickets for sale: 
1…. Wishing Well: Pink ticket.  $1 per ticket.  Each club will get 100 tickets to sell. Winner will get ½ of the money. Inez Herman will bring the wishing well.
2…40  inch television:  Orange ticket  $10 each or 2 for $15.
3.  …White china basket:   White ticket    Oil Capitol China Painters will have a basket of supplies, china and books for sale.  Tickets will be available at the tri-state convention.  $5 for 6 tickets.

4.…Quilt:  by Martha Rogers , 71.5” x 83.5”, minimum bid of $250 and it already has a bid of $375.  You can see this quilt on our OK WOCP website and bid on line.  This will be a silent auction at the convention.

Convention package/Hospitality bag:   The total package is $125.00.  This will include Program book, hospitality bag, demo ticket, complimentary fun night on Thursday, Luncheon Buffet, Thursday dinner, and Banquet dinner on Friday. These are being compiled by Missouri and will also include a hand tied throw made by Beverly Armstrong and Kay Kernan.
Committee Reports:
Yearbooks:  Lois Higgins handed out this year’s yearbooks. 
Fine Arts Committee:   Fillis Jackson reported on the Oklahoma State Fair. Oklahoma had 180 pieces entered.  Shirley Weston got the overall Grand Prize, Della Truel won the grand prize for novice and Pat Price won Grand Prize for Advanced.
Live competition at fair:   Fillis Jackson made a motion that our education funds provide the prize money for the coming year of $110 for the live competition. Anita Kantowski seconded and it passed unanimously.
Grants and Scholarships Committee:   Carol Tillman gave a report on her grant request to the Oklahoma Arts Council for $2500.  This money will be considered income for Oklahoma for the tri state convention and will be spent on art education classes. She and Lois Higgins have been working on getting all the required paper work.  Hopefully we will know by our next meeting.
Nominating Committee:  Susan Owen reported that the nominating committee will meet in November.  The others on the committee are Inez Herman and Adrienne Mauch. 
WOCP World Show:  Susan Schmidt moved that the OK WOCP reimburse Nancy Lepak $200 for taking china pieces to the world show.  Shirley Weston 2 and it passed unanimously.
Events Committee:  Bonnie Sharp:  no report
Museum balloting committee:  Lois Higgins made the motion and Anita Kantowski seconded that our museum balloting committee be Nancy Lepak, Le Yeatts, and Ruthanne Reitz.  Passed unanimously.
Pauline Salyer Founder Award Committee:  Anita Kantowski handed out nomination forms for each club.
Announcements:
 Art Institute Mary Earley announced the art institute will be held in Oklahoma City at the WOCP next summer.  More details will follow. There will be box lunches each day.
Porcelain Art Exhibit at Carpenter Square:  Susan Schmidt said the pieces were due to museum by  November 13 and will be returned in January.  Need to be 8x10 or smaller.  You can add an artist statement to each piece.  Please bring a stand for the tiles.
Bisque Seminar:  Mary Earley announced that Nancy Crites and Ann Lusk would like to do a seminar on bisque ornaments.  Dates will be announced later.
Shirley Weston reminded members to make motions in writing and give to secretary if possible.
 
Our next meeting will be January 20, 2018, at the WOCP.
In case of bad weather delay we will meet Jan. 27. 
After the meeting lunch will be provided by the officers and a $7 donation is requested. During lunch lovely pastries, pies and cakes were sold for more funds towards the convention! There were 3 paint-ins: Lois Higgins, Dresden; Fillis Jackson, Pine cones; and Susan Owens, Giraffe. $10 donation.
By unanimous action the Board confirmed, approved and ratified all actions taken by the officers of the OK W.O.C.P. and resolved that all such act and actions were duly authorized and were therefore ratified and confirmed as acts and actions on  behalf of OK W.O.C.P INC.

Oklahoma World Organization of China Painters Board Meeting March 30, 2017
Meeting called to order at 1:30 by President Thelma Ingram after a pizza and salad luncheon.
Invocation was given by Susan Owen.
Before official start of meeting Sally McNeilan was introduced and encouraged the group to attend the 21st World Organization of China Painter’s Biennial Show and Convention at the Fredricksburg Hospitality House Hotel & Conference Center, Fredricksburg, VA., September 24 to 30.
Secretary Janet Crain:   Roll Call:  Janet Crain passed out voting paddles and had a sign –in sheet. There were 32 Oklahoma members in attendance.
Minutes of January 2017 meeting emailed by Janet Crain were approved by voice vote with no corrections.
Treasurer’s Report by Sharan Amend.  Sharan reported that after a beginning balance of $1,772.75 she had deposits of $600 from Thelma Ingram’s paint-in, $1451.50 from additional donations for Thelma’s paint in and selling her supplies, September board meeting lunch and paint-in of $639.00 for a total of $2,690.50 income.   Expenses were $34.97 each month for website for $69.88 for Jan. and Feb.,  cost for paint-in $114.00, Adopt a day, $53.00, and petty cash $25.00 for total of $261.88 expenses.  Appreciation was shown for Thelma!  Our balance is $4,201.37.
This treasurer’s report was approved as reported.
Trustee Report by Kathie Southerland.  We have $11,470.54 in the central savings, interest of $1.46.  We also have 2 CDs for $37,914.14  for a total $49,388.68.   This report was approved as reported. Appreciation was given to Susan Owen, Inez Herman and Kathie Sutherland for their work.
By -Laws Report by Lois Higgins,    Lois Higgins moved that we changed the word auditor to Independent accountant.  It was seconded by Susan Owen and unanimously approved.  It reads:  Lois Higgins moves that bylaw, Article VI, Section 2.b. is amended in accordance with Standing Rule, f, passed on September 24, 2016, to read:  b. The independent accountant shall be selected by the President with approval of the board.
Nominating Committee:  Nancy Lepak,
Officers nominated for 2017-2018:
President Beverly Armstrong,  President Elect and 1 Vice President Kay Kernan, 2 Vice President Dorothy Anderson, Secretary, Janet Crain, Treasurer Sharan Amend, Auditor will be outsourced, Historian Janette Ward, Parliamentarian Bonnie Sharp and Web Master Sarah Gomez.
These officers were elected unanimously.
Pauline Salyer Founder’s Award Presentation by Pat Gurley:   The award was given to Susan Owens and she was presented with a lovely clock.
Ballot  Committee: Kay Kernan chair.  Voting will be from 10:30 Friday morning until 10:30 Saturday morning.  All WOCP members can vote on all 3 states.
Old Business:   None
 
New Business:
Remaining part of WOCP:    Motion was made by Lois Higgins and seconded by Pat Gurley that the Oklahoma WOCP remain a member of the WOCP.  Was unanimous vote to remain with World Organization of China Painters, INC.
Future Tri-State Conventions:     Thelma Ingram gave a short report about our tri-state convention this year and that it seems that we will be making over $1000. We will not know exact amounts until all bills are paid.  Everyone was in agreement that the convention has been a success. This year Missouri got 50% of revenue, Oklahoma 33% and Arkansas17%.   Next year Oklahoma will receive 50% of revenue, and Missouri and Arkansas will each receive 25%.   Motion was made by Sharan Amend that Oklahoma remains part of the tri-state convention for the next two years.  Seconded by Bev Armstrong and unanimously passed.
Nominating Committee for 2018-2019.  Nominated and elected were Susan Owen Chair, Adrienne Mauch and Inez Herman.
By-Laws change for 2018:  Bev Armstrong asked that we schedule our 2018 convention May 17, 18 and 19.  The OK WOCP by-laws state our convention is to be held by April 30.  She asked for an exception to this and it was unanimously approved.
World Show:
Delegates nominated for the World Show were Nancy Lepak, Sharan Amend, with alternates, Ann Truscott and Le Yeatts and passed unanimously.
Oklahoma Display at World Show:  There was discussion about Oklahoma having a china display at the World Show.  It was agreed that we will and all who send something need to have wrapped well, name on china and box, and leave at WOCP. Please include a stand if needed.
 
 
 
Oklahoma donation for world show:  Two years ago Oklahoma donated water bottles.  Ideas given were nail files, water, or ink pens.  Lois Higgins made the motion that Oklahoma donates ink pens and Susan Owens seconded and it passed unanimously. 
A gift is usually given by the states to the World Organization and it was suggested that Oklahoma has already donated $2000 for a printer and that be our gift this year.  We have also had many volunteers give many hours in the packing, moving and unpacking of the museum.  Ann Truscott has also given many hours in getting estate sales ready at the museum.
  Profits from convention

Thelma Ingram asked for a motion that profits from the convention be left in the operating fund and designated  as the 2018 Education Pool. This pool would be split among clubs to hold seminars.  The seminar must be booked between now and the September board meeting.  At the 2017 September Board meeting, clubs that have booked a seminar can make a request to share the 2018 Education Pool.  If a club has not booked a seminar and/or does not request a share of the fund, their share will be split equally between the participating clubs.  To obtain their funding, clubs will need to send a copy of the Seminar Contract to Sharan Amend and she will disburse the funds 1 week prior to the seminar.  At this time, we do not know how much will be available to be shared between the participating clubs.  If two clubs go together for a seminar they will receive one share of the amount distributed.  It was suggested that if a club books a seminar, this information be shared with other clubs and placed on the website so there can be a sharing of the travel expenses. Discussion included that money can be requested from the educational funds for seminars but it is a maximum amount of $50 and is separate from this Educational Pool.
  Pat Gurley made the motion, seconded by Ann Barton.  It passed with one "NO" vote.
A thank you was given to the Oklahoma members who made donations for our auction.  They were:  Wanda Meeks, Shirley Weston, Paula White, Thelma Ingram, Pat Gurley, Audelle Owens, Fillis Newman, Helen McNabb, and Trilla Patton,

President Beverly Armstrong,  President Elect and 1 Vice President Kay Kernan, 2 Vice President Dorothy Anderson, Secretary, Janet Crain, Treasurer Sharan Amend, Auditor will be outsourced, Historian Janette Ward, Parliamentarian Bonnie Sharp and Web Master Sarah Gomez.

The new board will meet immediately following the adjournment of this meeting.
 
By unanimous action the Board confirmed, approved and ratified all actions taken by the officers of the OK W.O.C.P. and resolved that all such act and actions were duly authorized and were therefore ratified and confirmed as acts and actions on  behalf of OK W.O.C.P INC.

Board Meeting of 2017-2018 Officers. Springfield, MO Tri State Convention
Meeting was called to order by Bev Armstrong at 2:30 p.m. immediately after installation of officers.
This meeting was called immediately after the board meeting of President Thelma Ingram after installation of new officers.
Minutes were not ready and the treasurer’s report was the same.
Old Business:  None
New Business: 
Bev Armstrong gave a report of what she had been working on for the Tri State Convention to be held in May 2018 if our contract for a hotel is completed.
Places to hold the convention have been narrowed down but nothing is under contract.  The Reed convention center in Midwest City seems to be leading.  Midwest City Chamber has indicated they would give our convention $1200 if we held in their city. Beverly is still waiting on final numbers.
Some of the ideas she has to raise money:  Money booth, Auction, Raffle, T. V. Raffle, 3 quilted blankets for a raffle, a wishing well.  She would gladly accept more ideas from members.
Wednesday night of that week we hope to hold a reception at the museum for those who have not been there.  She hopes this is a draw for those from out of state.

Oklahoma World Organization of China Painters Minutes April 10. 2016
Meeting called to order by President Thelma Ingram at 8 a.m.
There were 15 present.  (I did not have a sign-in sheet.)
Lois Higgins gave the prayer.
Minutes:   Sarah Gomez read the minutes from 4-9-16.  There were no corrections.
Treasurer’s Report:  Sharon Amend gave a treasurer’s report.  We have a balance of $14,432.59.   She will send a list of basket winners at last night’s banquet.  Sharon asked that all receipts be turned in immediately.
New Business:
Officers will be:

 3 state convention: Over the River and Through the Woods:   We have a 3 state convention planned with Missouri and Arkansas March 30, 31 and April 1, 2017, in Springfield Missouri at the Ramada Plaza Hotel.  Much of the planning has already been done by Thelma Ingram, Sondra Landess and Peggy Adams.    Oklahoma will do hospitality bags and will collect 15 pieces of painted china for centerpieces to be auctioned. Brenda Morgan Moore and San Do have already agreed to be Guest Artist for the convention.
Budget:  Thelma Ingram will have $1500 to start her term:  travel is $500 and $1000 is for expenses.  She presented the projected revenue from the Missouri 3 state convention is $12,680.00.  Projected expenses for the convention will be $10,821.36.  That leaves $1,856.64.  Marty Hill will be the treasurer for the 3 state convention.
For Oklahoma we will have $3260.00 revenue and projected $2415 expenses with $845 left.
Lois Higgins asked about the Oklahoma expenses at the convention and Thelma said it would be divided by the percent of members of each state.  Missouri 50%, Oklahoma 33% and Arkansas 17%.
Shirley Weston moved and Lois seconded to accept this budget and it passed by voice vote.
Fundraiser for the OK WOCP:  Thelma Ingram has volunteered her time and expertise to teach seminars in Oklahoma City and or in Tulsa.  She would like 10 people in each class who would pay $200 each for a 3 day seminar and painter provides own china.   She will donate the entire amount to the OK WOCP.  She suggested the topic of water lilies with lusters but she’s open to other ideas.
Thelma Ingram asked for other suggestions for fundraising for the convention.  None were given!
By-Laws:   According to bylaws our Oklahoma WOCP should vote to affiliate with the WOCP each year.  Lois Higgins made the motion and seconded by Shirley Weston and passed unanimously with voice vote.
 
Remembrance for Lannie Newman.
There was discussion about a remembrance for long time custodian at the WOCP Lannie Newman.  Shirley Weston made the motion that the OK WOCP sponsor an “adopt a day” at the museum, which is $53, in Lannie Newman’s honor.  The date will be chosen by Fillis Newman. Seconded by Adrian Mauch and passed unanimously.
Board meeting dates:    Our next board meeting will be September 24 and then January 28, 2017, the 4 Saturday of both months.
